The Ministry pays particular interest to matters relating to privatisation and private property for a number of reasons. A research conducted by Millward Brown SMG/KRC Poland Media S.A. on the level of public awareness and attitudes towards privatisation processes revealed an urgent need for informational campaign addressed to different age groups in order to increase public awareness of positive effects of privatisation and its impact on the current social and economic development in Poland.

The activities of the Ministry also fall within the framework of the Privatisation Programme 2008-2011 announced by Minister Aleksander Grad. As one of its key principles, the programme is designed to promote understanding for privatisation among the general public, and, by doing so, encourage informed participation in public life among Polish citizens, contribute to the development of civil society, support economic growth and build foundations for well-functioning state.

These activities are implemented in cooperation with the non-governmental sector and addressed to various target groups: students, senior citizens, local media, religious groups, local communities and opinion leaders.

Projects designed by participating organizations will take the form of different activities related to private property and privatisation, including organisation of workshops, training sessions, competitions, seminars, conferences, exhibitions, movie reviews, presentation of good practices as well as website design and development of the educational materials base.

In 2008, a pilot edition of the competition “Property Is Responsibility” confirmed a need for this type of educational activities. As a result, the scale of activities carried out in 2009 was increased.
